No he hasn't. More than likely he's the normal human who is detained by the CSA. Grid states that he reads no metahuman abilities about him, but the CSA considers him the most dangerous.

I noticed that too. I don't know if he's getting rushed or what, but the quality of his work has definitely gone down since his days at Marvel.
